The IDAS team in KPMG Tanzania is looking for an outstanding individual who will lead the development, delivery and growth of KPMG’s advisory services in a rapidly evolving market.
This will include working closely with the senior management within KPMG Tanzania and IDAS Africa to win new work, manage delivery and establish relationships with donors and new clients such as foundations and impact investors. In addition IDAS is increasingly working with programmes implemented through government, and so the role will include leading the expansion of our Public Financial Management (PFM) advisory work.



The Role
The Manager will be responsible for advising donors, governments and other international development clients on the design, set-up, implementation, monitoring and close-out of large development programmes and funds in Tanzania. The role will involve leading teams to advise on the management of grants, assessing the capacity of organisations applying for funding, designing grant management processes and developing programme monitoring systems.
The work will also include delivering capacity building training to government, private sector firms and NGOs on improved performance in programme management, financial management and corporate governance.
The role is ideal for an ambitious candidate with a mix of experience in development, finance and management consulting experience seeking a career to work closely with traditional and non-traditional donors across a range of sectors, while driving forward the growth of the IDAS and KPMG business in East Africa.
Key roles and Responsibilities
Business Development
Participate in developing and implementing the strategy for IDAS Tanzania
Pro-actively establishing new relationships with international development donors, as well as new entrants to Tanzania such as foundations and impact investors
Developing, converting and monitoring a pipeline of new work in IDAS chosen sectors and markets
Financial Management, Programme Management and Organisational Development
Leading capacity assessments of organisations applying for funding from donors. This includes conducting risk assessments of financial controls, governance and human resource capacity
Work with funds and programmes to support the design, set-up and implementation of complex projects in a range of sectors from education and health to energy, private sector development and agribusiness
As part of the Public Financial Management advisory services provided by IDAS, work with ministries and local government to assess, monitor and improve the performance of key government financial management systems
Develop training and on the job coaching materials to improve the financial and programme management capacity of recipients of donor funding
Practice Management
Active role in recruitment, training, and line management of Senior Associate and Associate staff
Support the co-ordination of the IDAS Tanzania business unit strategy and supporting the monitoring of implementation
Management of large, multi-year contracts for key IDAS clients
Identification, contracting and management of consultants and technical experts in key sectors
Leading by example to promote KPMG’s risk management and compliance standards
Co-ordinate with other engagement managers to support the financial management of the business unit
Qualifications and Experience
Essential
Strong academic credentials, preferably including a post-graduate qualification in relevant field (development, economics, finance)
Formal professional qualification in financial management – e.g. ACA, ACCA, CPA, CIMA etc.
At least five years’ work experience in a relevant field, preferably within development, management consulting or project management
Comfortable leading reviews of financial systems and controls – ideally in both the public and private sectors
Proven experience leading proposals for complex assignments in international development, management consultancy or financial management for clients such as World Bank, EU, UK DFID, AfDB, GIZ and Governments
Excellent relationship building, business development and presentation skills
Knowledge and awareness of the international development market and funding landscape
Desirable
Fund/grant management experience for international donors
Experience in leading or delivering Public Financial Management (PFM) advisory assignments
Experience in managing organisational development and capacity building assignments
Public sector experience
